SUBJECT: Information Regarding Dick Foster’s Presentation to the Board at the 1/15/14 Meeting
In an effort to keep you updated, I wanted to provide you with the facts regarding the potential project Dick Foster, President of Baymark, presented to the Board. First and foremost, Mr. Forster established that if the Board wasn’t interested in the potential project, then he would not pursue the concept. He has been approached by West Neck residents about where they can go for the "next stage of their life", or in a place where the caretaker can drop them off in an adult day care environment. He doesn’t want residents that love the community, have lived here for years, and have their friends here, having to move because their health declines to the point where they cannot stay in a private residence. His proposal was prompted by what he perceives as a need in the community, coupled with a concept called the Green House Project. He is proposing to utilize two parcels of land that he already owns for the project. One is on the golf course land between the traffic circle and the fairway on Hole #1. The other parcel is the empty space at the end of the Signature parking lot that has always been bare ground. (This is not the wooded lot in front of the Village Hall.) If the project is something that we believe has merit, then he wants the Board to form a committee to be involved with the project so that we can communicate what our needs and concerns are with the project. He is proposing "Senior Care Apartments" that have some level of care available for the residents. Exactly what that level of care would be, is yet to be determined. His concept is that the units would be on a rental basis and will be age restricted. To reiterate, this is in the very infancy of planning. He did not want to go to a large expense arena before he found out if we had any interest in the project.
So the Directors will be compiling our questions and expressing our concerns with the project so that we can have facts on which to base our decision. He has asked us to get back to him prior to the next Board meeting in March. We anticipate an ongoing dialogue so we can get the answers we need to represent the best interests of all of our residents. Please also note that for this project to move forward if we believe it has merit, that there are multiple requirements that must be met by the developer for the City and State.

I would ask that you hold any questions at present as we won’t be able to provide you with answers until we begin the interaction to find out the basic facts, and opportunities to understand all the impact this might have on our community.
